The first is that in wet conditions, an alloy surface offers much better braking capability than a carbon rim. Second, alloy is much better at dissipating heat than carbon fibre so on very long descents you may risk overheating pure carbon rims. Alloy rims can handle the heat, regardless of the length of the descent.
